The Planning Board voted Feb. 17 to grant a requested minor modification to the site plan review/special permit decision for One Gleon Street (SP23‑3). The motion, moved and seconded by board members, revised condition 19 so that final approval from the state's Local Action Unit (EOHLC) for all affordable housing units must be received before any certificates of occupancy are issued for the development, including market‑rate units.
Applicant Farooq Ansari of Village Commons Realty Trust explained the change is sought because the local action unit application has been submitted and EOHLC review may take several months; he asked to allow the building permit process to proceed while preserving the requirement that EOHLC final approval be obtained before occupancy. Town planner Jenny Gingrich recommended the revised condition to protect affordable housing commitments. The board approved the modification with the revised condition; all other terms of the original decision remain in effect.
The motion included a recommended condition that final EOHLC approval for all affordable housing units be received prior to issuance of any certificates of occupancy. The board and staff noted outstanding municipal connection fees remain to be resolved before issuance of a building permit.
