La Verne lays out phased schedule to meet California organics recycling rules for businesses and multifamily properties

City staff outlined a phased outreach and implementation plan to bring La Verne businesses and multifamily residences into compliance with California organics and recycling mandates (AB 341, AB 1826, SB 1383).
Senior management analyst Nicole Houston said the city has partnered with its trash hauler (Waste Management) to help customers meet state requirements. The rollout is organized into four overlapping phases based on weekly waste generation: phase 1 (businesses generating >25 cubic yards weekly) Jan–Mar; phase 2 (10–25 cubic yards) Feb–Apr; phase 3 (5–9 cubic yards) Mar–May; and phase 4 (under 5 cubic yards) Apr–Jun, with cart deliveries beginning in March and concluding in June 2025. Two initial workshops are scheduled at City Hall (Jan. 29 at 11:30 a.m. and Feb. 19 at 5 p.m.) and will also be available on Zoom.
Houston explained outreach already includes bill inserts, direct communications and public education. Noncompliant customers will receive two letters co‑signed by the city and Waste Management that explain requirements, cart delivery schedules, deadlines and workshop invitations. Staff also noted a waiver application is available on the city's website for qualifying properties.
A Waste Management representative described container and split‑bin options for sites with limited space and confirmed the state designates green for organics, blue for recycling and black for trash. Councilmembers asked that workshop recordings be posted online for those who cannot attend; staff said they will do that.
