Rowley said roughly $1,560,000 was available to allocate and recapped the total ask value as about $1,116,000 as presented.
Several commissioners said they would prefer to fund smaller asks in full (examples cited around $30,000–$40,000) and to consider partial funding for larger projects to distribute the benefit; one commissioner said the library carpet would not be their top priority. Commissioners also noted Commissioner Dahl’s written recommendations (Rowley said Dahl recommended $600,000 for Dyke Road and $500,000 for Woodland North Pekin among others) and requested copies of Dahl’s memo to review before final decisions.
The chair emphasized preferring grant funding now to avoid placing costs on the general fund later; he argued Dyke Road needs attention to enable Woodland development. Rowley said staff would follow up with additional information and could return next Monday for further discussion.
No final allocations were approved during the meeting; staff were directed to collect outstanding communications from applicants and to circulate Commissioner Dahl’s recommendations for board review.
