The Board of Zoning Appeals voted May 7 to allow a 16‑occupant community living arrangement at 624 West Scott Street for 20 years, subject to conditions including revisions to the driveway access and landscaping to address Department of Public Works concerns.
DPW staff said the proposed north parking lot approach and the driveway on South 7th Street could create a cut‑through and eliminate on‑street parking; staff recommended removing the 7th Street driveway and accessing the parking from the north‑south alley. DCD staff said landscaping requirements likely need adjustment if the driveway is removed.
Bill Conine of Prospective Design and applicant Lukisha Ramos described a revised plan with gated access intended to limit public use of the lot and said the new layout increased staff parking while removing three on‑street spaces. Board members debated the tradeoff between added private parking and lost public on‑street spaces but ultimately supported the applicant’s revised plan with conditions.
A motion to grant the special use for 20 years, subject to conditions in the hearing summary (including closure of the driveway approach on South 7th, revised landscaping consistent with DPW, and other standard conditions), passed unanimously.
