Council introduces fireworks ordinance to restore city enforcement authority ahead of July 4

The Cathedral City Council introduced a fireworks ordinance on May 13 that would restore and strengthen local enforcement of fireworks prohibitions.
Justin Gardner, code compliance manager, told the council that the proposed Chapter 11.21 restores city enforcement mechanisms (administrative fines, responsible-person liability, nuisance abatement and cost recovery) that had been removed when earlier "safe-and-sane" provisions were repealed. Gardner said the ordinance does not authorize fireworks; rather, it clarifies municipal authority to cite property owners and others responsible for possession or use on private property and declares all fireworks a public nuisance to support enforcement and abatement actions.
Gardner said the ordinance uses the state Health & Safety Code definition for fireworks (Health & Safety Code x12511) and that effective enforcement will help reduce demands on police and fire resources during holiday periods. The council introduced and waived further reading of the ordinance by unanimous vote; staff said the ordinance would be effective July 4, 2026 if adopted following required readings.
What the council did not do: the action introduced the ordinance for first reading and did not yet finalize penalties or implementation details that will appear in the final ordinance text on subsequent reading.
