Commission approves rezoning for 120-unit West Mountain View townhome project

The Johnson City Regional Planning Commission on May 12 approved a rezoning from R3 to R4 for a 9.5-acre site at 1170 West Mountain View Road to allow a 120-unit townhome development.
Planner Heath Martin told the commission the concept plan meets R4 standards, that the proposed density (about 12.6 units per acre) is below the R4 maximum and that water, sewer and schools have available capacity. Martin said a traffic study found only minor intersection impacts and recommended a stop and right-turn lane at the project's access; an emergency gated access to Fink Drive would be provided for first responders.
Neighbors raised concerns about traffic congestion during construction, the need for buffer plantings along Fink Drive and the abrupt transition from lower-density R1/R2 areas to R4. "It would be great if we could have a line of privacy trees along Fink Drive as well," said resident Josh Whitlock.
Representing the applicant, Chad Sorrell said the developer (Foundation South) plans quality two- and three-bedroom townhomes for rent and will provide buffering to adjacent single-family properties; he said the project is consistent with the Horizon 2045 future land-use map.
Commissioners debated transition and traffic but concluded the proposal fits the future land-use designation of neighborhood mixed-use and is consistent with surrounding multifamily developments. The motion to approve passed on roll call with eight votes in favor and one opposed (Commissioner Baumgartner).
Next steps: The developer will proceed to plan and engineering phases; any off-site road work the county requires would be the developer's responsibility in coordination with Washington County.
