Wilson County authorizes bids for Creekwood road rebuild, approves pipeline/utility permits and updates permit fees

Wilson County Commissioners Court on May 11 authorized officials to solicit construction bids for a Precinct 1 road-rebuild project in the Creekwood subdivision and approved several permits and an update to the county's permit fee schedule.

Commissioner Gary Martin described the Creekwood project as rebuilding about half of the subdivision's streets with in-place cement stabilization and a two-course surface treatment. He told the court the work will be paid from Precinct 1 funds and asked the county's administrative staff to coordinate an advertisement and best-value bid process.

The court also approved permit 167 for Warwick Artemis (a pipeline crossing on County Road 262, Precinct 2) and utility permits for Oaks Water Supply Corporation for County Roads 203 and 204 and for Frontier Communications for County Road 344. Lou Serato, the county's permitting and development director, said most changes were procedural or to post fees that had previously been approved but not published.

Serato outlined a new $750 drainage-review fee to offset the cost of third-party engineering reviews and clarified septic-system fees (commercial and subdivision categories). "That is to offset the cost for a third-party engineering," Serato said of the drainage-review fee.

All permits and the fee updates were approved for posting; the court instructed staff to publish the new fee schedule and proceed with permit processing and bid advertisement so contractors can price the Creekwood project. The county did not yet award construction contracts; staff will return with bid results and recommended award once the solicitation and evaluation process are complete.

Next steps: advertise and receive contractor bids, post the updated fee schedule, and return to commissioners with formal contract-award recommendations and finalized permit documents.
