Harrison Township trustees adopted Resolution No. 3 on April 27 to establish a special assessment district for Pointe Rosa Street and approved plans and an engineer’s estimate, a move residents at the meeting said they oppose.
The resolution, offered by Trustee David Bratto and supported by Treasurer Lawrence Tomenello, sets an estimated project cost of $441,424.00 for crushing and reshaping the existing pavement, creating a new base and a new 4-inch asphalt surface, with drainage work and driveway patching as needed. The board recorded 33 lots in the district and an estimated assessed cost of $13,376.48 per lot and an estimated annual payment of $2,006.47. The Clerk was directed to prepare the special assessment roll.
At the first public hearing on the project, held as part of the April 27 meeting, multiple Pointe Rosa residents spoke against the proposal. Speakers listed in the minutes include Josh Hull, Alex D'Angelo, Jennifer Prykucki, Nathan Helzer, Kollette Cook, Will Opatich, Kara Willerhausen, Mark Taylor and others; resident David Trevino posed questions about the project. A written protest was submitted by Ethan Cueny. The board opened the hearing and closed it at 7:24 p.m.
Trustee Dean Olgiati later offered and Trustee Brian Batkins supported Resolution No. 4, which sets the date for a second public hearing on the special assessment roll for May 26, 2026 and directs the Clerk to provide required notices by mail and publication.
The township minutes show the vote on Resolution No. 3 was recorded as AYES: Kenneth Verkest, Adam Wit, Lawrence Tomenello, Brian Batkins, David Bratto and Dean Olgiati; NAYS: none; EXCUSED: Liza Brown. The next procedural step is the Clerk’s preparation of the proposed roll and the May 26 review and hearing on assessments.
