The Reynoldsburg Planning and Zoning Board voted to approve a conditional-use permit for a child day care at 1314 Bryce Road on Dec. 18, 2025.
Planning staff presented application 20250610 for Happy Hearts Learning Academy and recommended approval after noting the tenant space previously housed a day care and the proposal meets BMD zoning and applicable childcare and conditional-use standards. The staff presentation included site aerials, a site plan and references to the city’s conditional-use standards.
Abdallah Saeed, speaking on behalf of his mother, Aisha Abdul (identified in staff materials as the applicant), told the board Happy Hearts expects “around 65 to 70 enrolled children and 7 to 8 staff,” and said the operator would run multiple shifts so “48 per shift at one time” would be the typical on-site occupancy. He described the outdoor play area as a blacktop space near the back door adjacent to the Christian and Missionary Alliance property.
Board members debated whether to add an occupancy limit as a zoning condition. Staff and board members explained that building occupancy and how many people may be in a space at once is regulated through the building-permit and fire-marshal processes, and that a new-use zoning certificate triggers those inspections. As staff put it, enforcing exact interior occupancy is typically a building-department and fire-department responsibility, not a routine zoning condition.
Chair moved to accept the application as submitted; Miss Cleckley seconded. The board approved the conditional-use permit in a roll-call vote with the following recorded as voting yes: Albee, Ward, Brusk, Benner, Cleckley and First.
The day care operator was reported to have obtained the state license. The board did not add an explicit occupancy cap as a zoning condition; staff noted that occupancy will be addressed at the building- and fire-permit stage and through periodic inspections and complaint-driven enforcement.
The board’s approval clears the applicant to proceed with next steps (new-use certificate and building/fire inspections) required before full operation.
