Council forwards and adopts emergency ordinance to award Wagner Road Phase 2 contract

Council’s Public Service & Transportation Committee moved an emergency ordinance to authorize the mayor to enter into a contract with Shelly and Sands Inc. for the Wagner Road Phase 2 improvement project (Priestley to Broad Street) and forwarded it to full council for approval. The item was included among the emergency ordinances and approved by roll call on March 23, 2026, 8–0.
Director Dorman described the project as extensive and said Shelly and Sands was the lowest and best bidder; staff told the committee they wanted a single‑read emergency to meet bid timelines and lock pricing. “Shelly and Sands is the lowest and best bidder. Very capable of doing this project. Looking to start as soon as possible,” Director Dorman said.
Dorman said the project covers Wagner Road from Priestley to Broad Street, that bidders responded in good numbers, and that moving quickly reduces the risk contractors withdraw their bids and face inflationary price changes. The mayor later provided an update to the full council on the status of phase 1 work and said paving is projected for mid‑April weather permitting, with the goal of reopening Wagner from Main to Priestley in both directions in May.
The ordinance was moved and seconded in committee, forwarded to council for emergency adoption and approved at the council meeting by roll call (8 affirmative votes, 0 negative). The contract award and scheduling now move to the city’s contracting process and project mobilization.
