Board denies conditional-use request for proposed daycare at 6328 East Livingston Ave

The Reynoldsburg Planning & Zoning Board voted April 16 to deny a conditional-use application to open a child day care at 6328 East Livingston Avenue after staff said the application did not include critical site-plan information and posed safety concerns.
Staff presented application 202050 for Grace B Daycare LLC and said the tenant space would start with 15 children and five staff but that the applicant had not submitted a required site plan showing the outdoor play area in relation to the parcel, adjacent loading areas and an existing dumpster. Staff said those omissions prevent adequate review under zoning code section 11.0.9.13.b.4 and the child-care standards in section 11.0.5.13.h.2 and recommended denial.
“With no site plan, staff cannot adequately ensure all zoning code regulations have been met,” staff said, calling out the play area’s proximity to a rear drive aisle and existing refuse area.
The applicant was not present at the hearing. Board member Barnhart moved to deny the conditional use as submitted; Ward seconded the motion. The roll call vote recorded affirmative votes and the board denied the application.
The denial leaves the applicant able to resubmit with the required site plan materials if she chooses. The board record identifies the missing elements staff cited (site plan showing outdoor play area location, parking/loading arrangements and refuse/service areas) as the primary basis for the action.
