Marysville awards $974,695 sewer rehab contract to Insituform; engineering services approved

The Marysville City Council on May 11 approved a low bid of $974,695.57 from Insituform Technologies USA LLC to carry out a sewer system rehabilitation project, and separately authorized construction engineering services to Hubbell, Roth & Clark (HRC) not to exceed $187,500.
City Manager Quentin Bishop said four contractors submitted bids on April 16, 2026; the successful bid from Insituform will fund rehabilitation of approximately 4,141 linear feet of cured-in-place pipe, 47 sectional cured-in-place segments, and grout roughly 256 pipe joints. Bishop said construction is anticipated to begin in June 2026 with substantial completion by May 18, 2027 and final completion by June 1, 2027.
Bishop noted the project is part of work funded through an EPA SAW grant. On the engineering services contract, Bishop provided a cost breakout: $124,400 for construction administration, $45,100 for supplemental construction oversight and $18,000 for contract closeout — a total not to exceed $187,500. Council approved both items by unanimous roll-call votes.
A council member asked whether the city’s HRC inspector would be involved; Bishop confirmed HRC will perform construction administration and supplemental observation on the project. The council also noted prior experience with lining contractors and the city’s effort to complete remaining segments under the grant.
