Brandon Woods (speaker 7) and JJ Labowni (speaker 9), representing CNE Excavating, told the board they have been responding to questions from the Indiana Department of Transportation (INDOT) about driveway spacing and traffic; they are also working with the town of Leesburg on a sewer connection. Woods estimated a budget of about $40,000–$50,000 to bore under State Route 15 and connect to municipal sewer, which the presenters said is the most cost‑effective option compared with constructing a new commercial septic system that the health department would require.
On environmental controls, the company said it plans to use water spray during crushing and two retention basins that can supply water for dust control. Board members noted the provided noise test excerpts and requested fuller documentation on noise, drainage plans, and written INDOT responses. The county surveyor’s comments remain outstanding; the board asked for a written review or letter to be provided.
Because critical technical responses and permitting details remain outstanding, the board voted to continue the matter for 30 days and asked staff to schedule a site visit and to circulate the INDOT and drainage documentation in advance of the next hearing. The board set the next hearing time as June 9 at 8:30 AM for these related items.
