Committees forward water/sewer capacity updates, Summit Road and access-road contracts to council for first reading

The Public Service & Transportation Committee reviewed and voted Feb. 26 to forward several ordinances to full council for first reading, covering fee-code updates, contracts and engineering agreements.
Director Dominguez explained proposed amendments to Chapter 9 (public service directors regulations) to codify water-capacity fees and to add corresponding sewer-capacity provisions that align the city’s methodology with current Columbus rates. He said the change formalizes a worksheet previously used to calculate developer fees and allows credits for redevelopment projects. “So, when you build a home… the capacity fee is based on the size of your water line,” Director Dominguez said.
The committee also considered an ordinance authorizing the mayor to enter into a contract with the consultant named in the packet (transcript references the name as “OR Cohen”) for appraisal and right-of-way support on Summit Road improvements. Committee members discussed appraisals and temporary or permanent easement needs and were told the consultant is an ODOT-certified appraiser who has worked with the city before.
On procurement, staff said JLD Construction Services LLC was the lowest and best bidder for the Parks and Public Service access road project; the committee voted to forward the authorizing ordinance. The committee further voted to forward an engineering-design agreement with EMH&T for State Route 256 intersection improvements; staff said the project was awarded OPWC funding (a mix of grant and low-interest loan) and will improve pedestrian facilities, signal timing and push-button locations for accessibility.
All of the discussed items were forwarded to council for first reading by voice vote in committee. The committee did not set final contract awards or appropriations at this hearing; those steps will come with the ordinances when council considers first reading.
