Council advances year-end budget, ODOT easement and emergency contracts

Reynoldsburg City Council on Dec. 15 advanced several year-end and infrastructure measures, forwarding emergency ordinances to allow work to proceed before the new year.
The Finance and Administration Committee reviewed an ordinance to make final appropriations for the fiscal year ending Dec. 31, 2026, and moved it forward for a second reading and emergency approval so departments can begin year-end preparations. Committee members also amended and approved an ordinance transferring funds among general fund accounts to reflect the most current estimates.
Mayor Beggeny asked council to consider adopting emergency language for construction improvements to City Hall chambers so the work can begin when City Hall is less crowded: "I would ask, that if you would consider an adoption of an emergency so they can begin that work when City Hall is less crowded over the next few weeks to get that work going," he said.
In Public Service and Transportation, council discussed an ordinance authorizing the mayor to grant the Ohio Department of Transportation a 0.47-acre highway easement for the I-70/Taylor Road interchange project. Director Dorman described the ODOT project and said the easement covers three parcels totaling about 0.47 acres and noted associated pedestrian connectivity plans. The committee forwarded the easement ordinance to council as a single-read emergency.
Council also considered a contract with Compton Construction for design and construction services; committee members moved to amend the ordinance to add emergency language and forwarded it for a third reading and emergency approval.
On the consent agenda, council approved items 10a through h by a roll-call vote of 7-0. Those items included a contract with Builderscape Inc. for the JFK Park Pickleball Improvement Project, a water-rate schedule amendment, the final appropriations ordinance (as amended), fund transfers, and the Compton Construction contract as presented for emergency consideration. Council placed additional ordinances on consent for third reading and emergency approval, including a bond issuance ordinance to finance municipal waterworks improvements and planning and zoning code amendments.
Each ordinance moved forward will return to council for the specified readings and formal votes required under the code.
