El Campo council adopts grant-funded comprehensive plan to guide growth

The El Campo City Council on Tuesday adopted ordinance 2026-08, formally approving a new comprehensive plan the city says will guide land use, rezoning and long-term budgeting decisions.
Planning presenter (speaker 12) told the council the document is “grant funded through the state of Texas GLO” and said, “it is 100% funded. It did not cost the tax dollars any money.” The presenter said the plan will serve as a decision-making guide for the council, planning and zoning commission and staff as the city updates its unified development code and pursues rezonings, including a proposed commercial district for the highway corridor.
The plan, which planning staff said was reviewed by the Planning & Zoning commission, describes future land uses, design standards and next steps such as adopting a unified development code and designating historic downtown boundaries. Council member (speaker 8) moved to adopt the ordinance; a colleague seconded the motion and the council voted in favor.
Council members praised staff and community contributors who participated in the plan process but several also emphasized the need to implement the recommendations rather than let the plan sit on a shelf. The presenter outlined a timeline for next steps, including work on the unified development code and follow-up rezoning and design standards later in the year.
The ordinance passed; staff said the rezoning and code updates will follow as separate actions and will be scheduled publicly as they are prepared.
