The Reynoldsburg Planning & Zoning Board voted Aug. 21 to approve a conditional‑use permit for Happy Hills Childcare Center at 6334 East Livingston Avenue.
Staff described application 20250402 as an adaptive reuse of a roughly 5,000‑square‑foot tenant suite in an Innovation‑zoned parcel to operate a child daycare Monday–Friday from 6:30 a.m. to 6 p.m., with eight employees and capacity for up to 70 children ages 6 weeks to 12 years. Staff told the board that parking, site layout and childcare‑specific standards in section 11.05.13(h) of the code were satisfied and recommended approval.
Architect Kendra Solaire (Kaiser Design Group) said the project includes an outdoor play area with a privacy fence, protective bollards and removal of six parking spaces to create a secure play environment. In response to a board question about large‑truck movements nearby, Solaire said the play area will sit about 30 feet from the nearest loading/turning area and that no additional loading spaces will be created on the childcare portion of the site.
Chair moved to approve the application and Ms. Cleckley seconded. Roll call produced a majority in favor; Ms. Ward voted no. With the conditions and plan clarifications on the record, the board approved the conditional use so the applicant may move forward with final site revisions and permitting.
