Council forwards personnel and compensation ordinances for first reading

Director Cornell described the changes as cleanup to remove duplicated language and said personnel changes could be addressed by directors at future council meetings. Both items were requested as three-read emergencies; Baker moved to forward each ordinance to the council for its first reading and the committee approved forwarding both ordinances.
Council did not adopt either ordinance on final reading; both were forwarded to the full council for the formal first reading and later consideration.
