Council hears police recommendation on two liquor-permit items; no hearings recommended

Deputy Chief Vineyard reported to council on Nov. 10 that the investigation into a liquor-permit transfer for Conn Brothers Food Mart at 1735 Bryce Road is complete and that the transfer to owner Irfan Khan raised no issues warranting a hearing. He described the permit class (C1/C2) permitting carryout sales of beer, wine and mixed beverages and said he did not recommend requesting a hearing.
The deputy chief then described a new liquor-permit application for Kebab and Curry Bar LLC to operate in the former Dairy Queen on Livingston Avenue. He identified proposed owners in the transcript as brothers Narayan and Cranshaw Alley, and said the requested D1/D3 permit would allow on-premises consumption of beer and carryout until 1 a.m.; he did not recommend a hearing on this application either. Council members asked about prior loitering at the plaza; the deputy chief acknowledged loitering occurs after school but said he was not aware of grounds to deny the application.
No formal denials or hearings were requested at the meeting; the clerk and chief's office indicated they would not pursue a hearing based on their investigations.
