Residents complain about slow Bowers Park progress; council appoints BZA members and approves liquor permit

During the July 14 Lancaster City Council meeting Roben "Bob" Lovell, a Parks Board commissioner, expressed frustration over the pace of work at Bowers Memorial Park, saying landscaping equipment sits idle and contrasting the project's slow progress with quicker completion of other projects such as recent pickleball courts.

"Each project has its own process and inherently takes time to complete," Lovell said, but he urged council attention to ensure promised work moves forward. Councilmember Ailes echoed concerns and proposed separating the Parks budget from the city's overall budget to allow closer oversight; Ms. Tener said a video she posted last April that received more than 30,000 views illustrated ongoing, unaddressed problems and argued the Parks Board should be held more accountable to taxpayers.

On new business, Law Director Stephanie Hall said the police CAD and background checks produced no objections to the issuance of a liquor permit for OX‑BS LLC dba 1732 E. Main St.; council approved the permit by voice vote. President Porter also asked for a motion to appoint two members to the Board of Zoning Appeals; council appointed Tom James and Rebecca Anderson and the motion carried.

Council President Porter said he will ask committee chairs at future meetings to provide brief updates to increase transparency and civic education among council members.

Next steps: Council will continue project oversight and consider committee updates and potential budget options for the parks program; no formal change to the Parks Board was adopted at this meeting.
