Council accepts Victory Commons final plat, clearing right-of-way for Election House Road improvements

Lancaster City Council voted April 20 to accept the final plat for the Victory Commons development, a multi-unit apartment project on Election House Road. Mr. Sollie explained the plat dedicates public easements and rights-of-way required for road widening and turning lanes; City Engineer Curt Shonk said the dedication is critical to begin associated summer construction.
Mr. Knisley asked whether sidewalks and turn lanes were included; Law Director Hall clarified that subdivision plats dedicate rights-of-way and that technical standards (such as sidewalks or turn lanes) are approved by the city engineer and sometimes resolved earlier in the planning process. Mr. Knisley also reiterated his personal opposition to the underlying development while supporting the road improvements that are necessary for the project.
The motion to pass, which accepts the final plat to secure legal occupancy for the road work, carried 10-0. Council did not change zoning or project design in this action; the vote accepts the plat and dedicates the rights-of-way described in the council packet.
