Lancaster Council unanimously approves grants, design funding and a large annexation

At its July 14 meeting Lancaster City Council suspended rules and unanimously approved several emergency resolutions to apply for and accept grant funding for pedestrian and roadway projects, closed out a public transit reimbursement, and passed an expedited annexation covering about 163.6 acres in Greenfield Township.
Lancaster City Council voted unanimously on July 14 to pass several emergency resolutions and ordinances that will allow the city to apply for or accept grant funding and to proceed with an expedited annexation.
Council suspended the rules and passed Temporary Resolution 62‑25 (9‑0) to increase receipts and amend appropriations in the Public Transit Fund so the city can accept a final reimbursement grant. Auditor Nettles explained that the grant is in the city’s name and the reimbursement must be processed through the city.
The council also suspended rules and passed Temporary Resolution 63‑25 (9‑0), authorizing the Service‑Safety Director to apply for Central Ohio Rural Planning Organization (CORPO) dedicated funds to acquire right‑of‑way for the Memorial‑Pierce Walkways project; Ms. Tener said the grant requires a 20% local match. Council passed Temporary Resolution 64‑25 (9‑0) to apply for CORPO funds to fund design and engineering improvements to Camp Ground Road; Mrs. Hoop noted the application deadline is Aug. 8, 2025.
Separately, Council passed Temporary Resolution 66‑25 (9‑0) to authorize municipal services for the expedited Type 2 annexation of approximately 163.609 ± acres in Greenfield Township. Law Director Stephanie Hall acknowledged that counsel from the Plank Law Firm attended the meeting to answer questions.
Several ordinances related to economic development and tax increment financing (Temporary Ordinances 27‑25, 28‑25, 29‑25, 30‑25) and additional first‑reading ordinances were entered on the record; council also suspended rules and passed Temporary Ordinances 34‑25 and 35‑25 by unanimous vote to accept an annexation petition and to permit expedited hiring in the Municipal Court probation office.
All recorded roll‑call votes on the items described above were 9‑0 in favor. The council’s actions will allow staff to move forward with grant applications, right‑of‑way acquisition planning and the next administrative steps for the annexation.
