Lancaster City Council approves multiple PACE/EID and pay ordinance measures; replacement of council rules ordinance passes 9–1

- Temporary Ordinance 73-25 (levying special assessments related to C-PACE assignment for the Wilson building): suspension and passage carried 10–0 (mover: Mrs. Hoop; second: Mr. Wing); Mrs. Hoop said it ties to prior legislation enabling PACE financing.
- Temporary Ordinance 74-25* (replacement version of council rules): Mrs. Crites moved to replace the ordinance with a written substitute; the Motion to replace carried 9–1. A subsequent motion to suspend rules and waive the third reading of the replacement ordinance failed 6–4.
- Temporary Ordinance 75-25 (amendment to Management Pay Ordinance 63-25): motions to suspend and to pass carried 10–0 (mover: Mr. Schoonover; second: Mr. Ailes); Schoonover said the measure corrects an error in the previously passed pay ordinance.
- Temporary Ordinance 76-25 (amendment to Non-Union Pay Ordinance 64-25): suspension and passage carried 10–0 (mover: Mr. Schoonover; second: Mr. Ailes).
Clerk Scott presented two liquor license transfers and two new licenses; the council approved the transfers and new licenses by motion (mover: Mr. Bizjak; second: Ms. Tener). No executive session was requested before adjournment.
Procedurally, several items were advanced by suspending the rules and waiving second and third readings to allow immediate passage; where roll-call tallies were recorded, votes were unanimous or nearly unanimous. The replacement of Temporary Ordinance 74-25 drew minority opposition on the suspension vote (6–4 failure) but the replacement motion itself passed with a 9–1 tally.
