Resident questions 3rd Street construction; planning staff directs technical questions to public works

During the Planning Commission meeting on May 11 resident Gene Madder (1133 Marshall Avenue) asked the commission about the recently reconstructed portion of 3rd Street, raising questions about street classifications, final paving layers, who performs final inspections, and whether private sidewalks and water shutoffs had been affected by the work.
"I just saw that in the paper... I didn't think they went far enough," Madder said, noting he walked the project and observed what appeared to be a base layer rather than a finished paved surface. He asked who would perform the final inspection and whether the city or a regional authority handles those duties.
A planning staffer told Madder that detailed engineering and final inspection questions are typically handled by Public Works and the project manager rather than the Planning Commission. Another resident with paving experience said crews had not yet applied the final wearing layer and that contractors usually mill the crown and add the final lift; that speaker said the current visible layer is likely a base layer to be followed by a finishing course.
Commissioners encouraged Madder to follow the city agenda or contact Public Works for detailed project status and inspection timelines. The Planning Commission did not take action on the construction concerns; staff directed the resident to the appropriate city contacts for follow-up.
