At the Lancaster City Council meeting on Dec. 15, 2025, resident Terrance Fike identified himself and told the council he has repeatedly 'audited' local government offices and was seeking removal of Law Director Stephanie Hall, criticizing her professional conduct and 'attitude.' He said he has contacted state representatives, a congressman and a senator and warned he is prepared to "deep dive" into officials' conduct to pursue removal.
Fike also raised a public-safety concern, alleging that the Fire Chief and personnel at Engine House 2 "regularly" drive the wrong way down Harrison Avenue and run red lights to pull into the station, and said that a private citizen would be ticketed for similar maneuvers.
Law Director Stephanie Hall and the City Prosecutor responded directly to the council after Fike's comments. Hall told the council that the Fairfield County Sheriff's Department has requested charges against Fike for allegedly stalking a deputy and said he is not a city resident. Hall characterized his repeated requests for records and attention as an "unnecessary drain on taxpayer time and resources" and linked his recent hostility to her refusal to give him advance notice regarding a potential arrest warrant.
The exchange remained procedural: no formal council action was taken in response to the public comment. The council continued with the regular agenda after the Law Director's remarks.
