Lancaster council approves slate of routine purchasing, budget and administrative measures

Lancaster City Council on Feb. 9 approved a broad slate of routine resolutions and ordinances that the council characterized as annual or administrative in nature. Most measures were passed after motions to suspend additional readings and carried by unanimous roll calls.
Among the items approved were temporary resolutions authorizing the Police Department to apply for a Drug Use Prevention grant (1-26), allowing city departments to dispose of surplus property via online auction (2-26), and authorizing the city to participate in cooperative purchasing programs including the Cooperative Council of Governments/Equalis Group, Sourcewell, OMNIA Partners (3-26, 4-26, 5-26, 6-26). Council also approved then-and-now certificates and budget adjustments for water and wastewater funds (8-26, 9-26*, 10-26*), as well as resolutions addressing stormwater, vehicle lease payments for the Lancaster Police Department (24-26), and a police & fire levy reimbursement item (23-26 as a three-reading item).
Mr. Ailes, Ms. Cohen, Mr. Bizjak and other members periodically explained that several items were annual housekeeping measures or replacements of previously filed documents and that staff were available for questions (the Storm Water Manager Steven Wellstead was noted as present). The council also passed an amendment to the management pay ordinance as an emergency (Ordinance 3-26) and adopted other standard procurement authorizations.
