Lancaster Council introduces multiple first readings on grants, cooperative purchasing and budget items

At its Jan. 12 meeting, Lancaster City Council introduced a series of first-reading measures covering grant applications, cooperative purchasing participation, property disposal procedures and budget items for water, wastewater and stormwater funds. Council members repeatedly noted that these are initial readings and will return for subsequent consideration.
Resolutions introduced included Temporary 1-26 authorizing the Lancaster Police Department to apply for a drug-use prevention grant (noted as first of three readings) and Temporary 2-26 directing disposition of city property via internet auction in 2026 and declaring an emergency. Multiple cooperative purchasing participation resolutions were introduced — including joining the Cooperative Council of Governments/EQUALIS Group, OMNIA Partners, Sourcewell and Ohio's state cooperative program — each described by committee chairs as the first of three readings.
Mr. Bizjak and Ms. Cohen each indicated when items were "the first of three readings," and Mr. Ailes noted the water- and stormwater-related budget resolutions will be the first of two readings. Ordinance Temporary 1-26, a zoning-map amendment to rezone roughly 0.49 acres (Fairfield County parcel O535005900) from Mobile Home Community District to Commercial General District, was introduced and marked for a future public hearing.
No final votes on these first-reading items were recorded on Jan. 12; council members and committee chairs signaled that administrative review and additional readings will precede final action.
The council also filed standard reports from city officials and communications about local infrastructure projects, and set future meeting dates for Jan. 26 and Feb. 9.
