Lancaster council approves BWC grant to buy automated chest-compression device for fire department

The Lancaster City Council on Feb. 23 authorized acceptance of a Bureau of Workers' Compensation Safety Intervention Grant to fund a Lucas automated chest-compression device for the fire department.
Chief Schultz, speaking for the Lancaster Fire Department, told council the grant will offset roughly half the purchase cost and that the city had about $10,800 remaining from its prior three‑year allotment to supplement the acquisition. "The cost of the equipment is being split roughly in half between the grant and the city's budget," Chief Schultz said.
Councilmember Ogg asked whether the local match would require additional city funding in the next grant cycle; Chief Schultz said he would investigate when the three‑year cycle restarts. Mr. Ogg initiated the motion to suspend the rules and later moved the resolution; the motions to suspend and to pass were recorded in the transcript as carrying with an 8-0-1 tally (one abstention).
The grant acceptance authorizes the Service-Safety Director to increase receipts and appropriate funds and declares an emergency for the Fire Levy Fund (2046). Council took no further conditions on the award during the Feb. 23 meeting.
The measure is intended to place the Lucas device on a frontline unit to enhance cardiac-resuscitation capacity during emergency responses. Council recorded no additional debate or alternative funding arrangements at the meeting. The meeting adjourned with routine business following the vote.
