County hears VDOT bridge and road updates, approves Meadowbrook street additions and adopts design‑build procurement procedures

The Board received multiple infrastructure updates and approved related procedural actions. Virginia Department of Transportation Residency Administrator Donald F. Komara reported that the East Market Street Bridge is nearing completion with an anticipated August 2026 finish, the Fairgrounds/Route 11 project will be advertised in March, and Island Ford Road/Route 340 agreements are in place with construction expected soon. Komara also updated the Board on routine maintenance work.
Separately, the Board adopted a resolution requesting the Virginia Department of Transportation add Meadowbrook Subdivision (Phases 2, 4, 5A–C) streets to the Secondary System of State Highways under §33.2‑705 and attached VDOT Form AM‑4.3 specifying the segments to be added. The resolution guarantees clear right‑of‑way and asked staff to forward a certified copy to VDOT.
The Board also adopted updated written procedures for procurement of Design‑Build (D‑B) contracts, effective January 14, 2026, aligning County practice with §2.2‑4382 of the Code of Virginia. The procedures define the two‑step RFQ/RFP process, the composition of the Evaluation Committee, prequalification criteria and evaluation steps that must be followed when selecting a design‑builder.
On broadband, Tom Innes of All Points Broadband reported that Dominion Energy middle‑mile construction was 80% complete and early service is expected for the first several thousand homes in early 2026; residents were encouraged to pre‑register. The Board also heard other departmental updates and project summaries from Engineering staff.
Votes to adopt the Meadowbrook Form AM‑4.3 resolution and the design‑build procurement procedures are recorded in the meeting packet; implementation and follow‑up tasks were assigned to the County Administrator, Engineering and Procurement staff.
