Lancaster council passes slate of spending and TIF measures, votes unanimous

Lancaster City Council approved a series of routine and emergency measures on Aug. 11, voting unanimously on several third readings and suspensions of rules.
Key actions recorded in the meeting minutes and passed by recorded roll calls (each vote carried 10-0): Temporary Resolution 58-25 (appropriate JAG grant funds for body cameras); Temporary Resolution 59-25 (appropriate DOJ equitable sharing funds, $40,000, for Major Crimes Unit grant match); Temporary Resolution 60-25 (appropriate funds to correct a vehicle purchase-year error and buy four police vehicles); Temporary Resolution 61-25 (schedule council and finance committee meetings for 2026); Temporary Resolution 68-25 (declare a continuing weather emergency to expedite FEMA processes); Temporary Resolution 69-25 (emergency appropriation to cover a retirement payout); and Temporary Ordinances 28-25, 29-25 and 30-25 (three tax increment financing areas for west, east and central parts of the city under Ohio Rev. Code §5709.40(B)).
Council also suspended the third reading and passed Temporary Ordinance 32-25 to accept annexation of approximately 0.605 acres in Pleasant Township and Temporary Ordinance 33-25 to amend the zoning map consistent with that annexation. A liquor license renewal notice for Rooster's (permit #07511421-1) was introduced, reviewed by police CAD and the Law Director, and the license renewal motion carried.
Several budget and procurement items remain at first or second reading and will return to council for later votes. Where council debated process (not substance), members and the mayor described intended steps to improve departmental budgeting visibility and procurement controls.
