Delaware County Council approves consent agenda and appoints new emergency services director

Delaware County Council on May 6 unanimously approved its consent agenda and several personnel appointments, including the county's new director of Emergency Services.

The council voted by voice to approve minutes from the April 22 regular meeting and to adopt consent agenda items 9a through 9ss, all subject to the solicitor's approval. Vice Chair Reuther moved both measures; both were seconded and passed with the voice vote recorded as "ayes have it." The council also approved payment of current bills covering the prior two weeks totaling $16,922,376.34; the executive director said approximately $4,000,300 (about 26%) was charged to the General Fund.

On personnel, the council moved and approved three appointments by voice vote. Item 10a appointed the county's Director of Emergency Services; the presentation earlier in the meeting identified the incoming director during a DES briefing (transcription of names varies within the record—see audit note). Item 10b appointed Lemuel Horton as Director of Facilities. Item 10c appointed Sandy Mignonio Donre, interim public works director for Upper Darby, as the first-class township representative to the Delaware County Solid Waste Authority's municipal solid waste plan advisory committee.

Solicitor Aubrey requested approval to file five consents for adoption with Orphans Court; council approved the request. All motions recorded in the meeting were made, seconded and adopted by voice vote; no roll-call tallies were read aloud.

The council concluded regular business and moved into brief council remarks before adjourning. The meeting was hybrid; several proclamations and presentations preceded the votes.
