Lancaster City Council approves energy upgrade contract authorization, sanitation truck purchase and developer easement vacatur

The council unanimously passed Temporary Resolution 39-26 (10-0) to waive the request-for-qualifications process and authorize the Service-Safety Director to negotiate a design-build contract for an energy upgrade grant at the South Water Treatment Plant. The motion to suspend the rules and the subsequent motion to pass were both recorded 10-0.
Council approved Temporary Resolution 40-26 to appropriate funds in the Sanitation Fund (6005) for purchase of a new front-load garbage truck to replace a vehicle totaled in February. Mr. Knisley said repair estimates made restoration impractical and that the city has been renting a replacement vehicle for $8,900 per month; the motion to pass was recorded 10-0.
On development matters, council suspended rules and approved Temporary Ordinance 8-26, which will vacate three easements to allow a senior living project at Slocum and West 7th Avenue to meet a bond issuance deadline. The motion to suspend the rules carried 8-2 and the ordinance then passed 10-0.
Other personnel and lease items approved included:
- Temporary Ordinance 5-26 (amend the management pay ordinance to add a limited-duration assistant prosecutor position) — motion to pass carried 10-0; Mr. Schoonover said the hire would provide operational continuity during upcoming retirements and leave.
- Temporary Ordinance 6-26 (lease amendment with Park National Bank for city-owned property on Memorial Drive) — motion to pass carried with one abstention (recorded as 9-0-1).
Council also noted the second reading of Temporary Resolution 38-26, which would authorize the city to participate in new national opioid settlements; that item will return for additional readings.
