Commissioners review strong first-quarter revenues, approve contracts and HUD/state grants

'Julie' presented the report, saying general fund revenues were $151,000,000, or 68% of budget, about $4.8 million higher than the same quarter in 2025; tax collections through March were approximately $3.7 million higher than the prior-year first quarter. Total first-quarter expenditures were $47,000,000 and authorized general fund positions numbered 1,449.8 with 164.5 vacancies.
Commissioner Mary Moskowitz noted the finance office and CFO received a high bond rating and praised staff work on the county budget.
The board then considered contracts and grants. Jamie Johnson, director of the Department of Drug and Alcohol Services, requested a one-year extension with Amerisource Receivables Financial (also known as Best Medical) to continue medication-assisted treatment services (Sublocade, Vivitrol), with funding to come from opioid settlement funds. Dave Stauffer, parks and preservation director, presented a second amendment to extend Brookview Ag Consulting LLC's contract for agricultural conservation-plan preparation through May 9, 2027. Both contract amendments were approved by voice vote.
Dolores Colligan, director of community development, presented HUD-related grant applications: a 2026 Community Development Block Grant request for $2,481,848; a 2026 Emergency Solutions Grant (transcribed amount $202,117,765, flagged for review as unusually large in context); and a HOME Investment Partnerships program application for $986,742.77. She also described a 2026 state Community Services Block Grant master agreement that will be funded quarterly. The board approved the grants by voice vote.
Other items approved included a $19,000 security grant for district courts and a $50,000 DCED grant toward construction of a Chester Valley Trail segment. The board recorded motions and carried them by voice vote with no recorded opposition.
Why it matters: the quarter-to-quarter revenue gains and the board's approvals affect county service delivery and program funding. The Emergency Solutions Grant figure read aloud in the meeting appears anomalous and should be verified in posted meeting materials for accuracy.
