Authority says $67 million Brookline contract is behind schedule; easement with PSE&G approved

The Franklin Township Sewage Authority was told April 7 that a major Brookline-area contract remains behind schedule and could cost the authority an additional $100,000–$200,000.
Executive Director (speaker S5) said the overall contract is roughly $67,000,000 and that "85% of service laterals are completed" but that the project, originally due in February, is now expected to finish in June or July. "We're hoping it will be completed, June, July, but, you know, we are gonna be spending, a 100,000, $200,000 more, than expected," S5 said.
S5 also told the board that the Somerset Street pump station work involved upgraded pumps and an external movable bypass pump to increase capacity. On the High Bay Garage project, S5 said only a narrow strip of landscaping along a driveway remains and that the final planting will require DRCC approval.
Board members asked for a breakdown of landscaping costs. S6 asked whether the shade-tree trust fund could cover plantings; S5 said the landscaping planned for High Bay Garage was "very minimal" and offered to have Howard Matson provide cost estimates. S3, citing the conservation-easement guidance, said the commission typically prefers shrubs rather than large trees in riparian-adjacent areas.
The board unanimously approved a resolution authorizing the execution of a grant of easement with Public Service Electric & Gas for the Western Canal pump station. S5 had told the board earlier that PSE&G agreed to an amendment involving the indemnification clause and that the agreement was ready for a vote. The motion to approve the easement was moved, seconded and approved by voice vote.
S5 said Commerce Drive pump station construction "is going forward very smoothly" and reported that recently a crane set the concrete base and that electrical bypass work is complete.
The authority will continue to monitor the Brookline contract's schedule and costs; S5 said the vendor has increased production since an in-person meeting and he will update the board at future meetings.
