Redevelopment agency approves partial buffer termination for Riverton site and authorizes land and budget transfers

The agency passed Resolution 2026-5-11, authorizing a partial termination of a buffer restriction on the Riverton project after staff said Riverton now owns both parcels that the restriction once protected. The vote was taken by roll call and carried with all present voting yes.
The board also approved Resolution 2026-5-12 to authorize execution of transfer documents for vacant land identified as Block 280, Lot 1.11 in the waterfront redevelopment area. Agency counsel said that the parcel’s original closing dated to 2010 and that environmental remediation and title issues delayed transfer work for roughly 16 years; the title company requested reapproval of the sale documents to complete the transaction.
Finally, Resolution 2026-5-13 authorized the chief financial officer to make transfers within the agency’s 2026 budget (Jan. 1–Dec. 31, 2026). Staff explained the transfers are needed in part to increase a donation to the borough for youth recreation programming; the borough requested an increase of about $50,000 for youth sports operations.
Attorney and staff described the budget transfer as a bookkeeping step to move funds from the agency’s fund balance into the budget so the transfer to the borough can be made. A roll-call motion to approve the transfers carried unanimously.
What happens next: staff and counsel will finalize the transfer documents and execute the budget transfers as authorized. The attorney said title work and closing steps remain for Block 280, Lot 1.11; staff flagged that certain environmental and title conditions previously delayed the transfer for many years.
