Laramie City Council approves Westside Urban Renewal Plan, several contracts and budget adjustments in unanimous votes

The Laramie City Council on May 6 approved a package of contracts, appropriations amendments, grant awards and the Westside Urban Renewal Plan by unanimous votes, the council recap said. Resolution 2026-34 authorizing the Westside Urban Renewal Plan and project was approved 9–0 and includes use of tax increment financing as enabled by Wyoming statute 15-9-120; staff said the property could be developed for commercial or residential projects and six public comments were received on the plan.
Other actions approved 9–0 included: the consent agenda (minutes; Spring Creek Village fourth filing final plat; emergency work authorization for a failed water main; a temporary out-of-jurisdiction alcohol catering permit; and state revolving fund loan amendments); a contract with Western Municipal Contractors for the Ivinson Upgrades Phase 2 project and Resolution 2026-29 amending FY2026 appropriations; Amendment No. 7 to TriHydro Corporation for construction management and contract administration (TriHydro has been involved with the project since 2017); a professional services agreement with Perai Hydro Corporation to provide CMCA services via task orders; Resolution 2026-33 amending parks, recreation and public services budgets to cover wind-damage and repair costs; Resolution 2026-31 awarding 2026–2027 community partner grant funding (staff reported 37 applicants); and adoption of council goals and objectives for FY2027 via Resolution 2026-32.
Each of the listed items was recorded in the recap as passing by a 9–0 vote. The council also completed second reading and approval of Original Ordinance 21 21, updating Laramie Municipal Code chapter 15 to align selected sections with ICC 2024 code changes identified by local contractors and staff.
