He told the board the purchase was previously presented but the price increased; the laptops will be paid with ID pay-for-performance funding, not county general funds. Separately, Human Services presented a technical assistance plan with the Pennsylvania Department of Human Services, Office of Children, Youth and Families (PA DHS OCYF). The plan will begin on May 1, 2026, and run for six months to support the office during the institution of a full license period; commissioners approved the plan.
Phil also brought multiple contract-approval items (including delayed contracts with BCL Partners/Leading Youth and an amendment to an MHIDEI contract to add an authorized procedure code), all of which the board approved by roll call during the session.
