Clearfield County commissioners approve routine bills and several service agreements, award phone-system bid pending legal review

Clearfield County commissioners approved routine business at their May 11 meeting, passing the minutes from April 28, 2026, and approving bills and personnel changes by voice vote.
Controller Edwards presented the bills, reporting $6,539,011.60 to the general fund and a combined total of $7,095,245.82 for the items presented; commissioners moved, seconded and approved the bills as presented.
Personnel changes approved included one deputy sheriff hire effective May 11, 2026, and one deputy sheriff separation effective April 29, 2026. No FMLA or leave requests were reported.
The board approved an annual boiler service agreement with Viking Water Technologies for $2,484 and a one‑year HVAC maintenance agreement with McClure Company for $4,474 for the EMA/911 building. Commissioners approved four change orders totaling $15,250 for remodeling at 318 East Locust Street carried out by H and H All Around Services; final inspections have been completed.
The county’s IT department reviewed about 26 phone-system proposals and recommended Granite Systems for a voice‑over‑Internet protocol upgrade; commissioners voted to accept Granite's proposal pending legal review of the final contract. The BRZ Construction quote for courtroom refurbishment was moved and approved on the condition that the county solicitor review and approve the contract before final execution.
The commissioners also approved three annual Children & Youth Services agreements for the statewide Child Accounting and Profile System (CAPS): the county share for access ($2,403.14), an upgrade/maintenance agreement ($1,942.58), and a consulting addendum with a not‑to‑exceed consulting cap of $30,000; those items were approved en masse. The one‑year service addendum with Avantco International LLC (described as covering HIPAA-related protections for CYS) was also approved.
The commissioners accepted the resignation of Lyle Milliard from the Jefferson Airport Authority and announced a board vacancy with applications due May 22; a similar deadline was set for applicants to the Redevelopment Authority of Clearfield County. The board tabled the domestic relations portion of a copier lease renewal for more information and renewed the DuBois/magistrate lease where appropriate.
All approvals recorded in the meeting were conducted by voice vote with commissioners responding 'Aye' on each motion. The meeting adjourned and commissioners moved to an executive session on a pending tax appeal with no votes expected in that session.
