Fulton County commissioners approve routine business, proclamations and several contracts

The Fulton County Board of Commissioners on April 14, 2026 approved routine minutes, payroll and accounts payable, issued two proclamations and authorized grant and contract actions intended to support county services.
Commissioner Randy H. Bunch called the meeting to order at 8:30 a.m. and commissioners voted to approve the April 7, 2026 commissioners’ minutes and the April 7 Salary Board minutes. The board approved account payables dated April 14, 2026 totaling $126,018.94, including $101,502.12 to the General Fund and $17,883.00 to Capital Projects, and approved payroll dated April 17, 2026 in the amount of $136,650.40. Each of those motions passed "all in favor." (Commissioners Randy H. Bunch, Steven L. Wible and Hervey P. Hann were recorded as present.)
The board heard a request from Fulton County Library Director Jamie Brambley and Library Board President Kirsten Sharpe and, by motion of Commissioner Steven L. Wible, proclaimed April 19–25, 2026 as "2026 National Library Week" to "encourage all residents to visit their library, explore it's resources, and celebrate all the ways that the library helps our community find joy." Commissioner Hervey P. Hann moved and the board approved a separate proclamation declaring April 19–25, 2026 as 9-1-1 Public Safety Telecommunicator Week to recognize the staff of the Fulton County Communications Center.
The board approved two resolutions requested by Fulton County Family Partnership enabling the organization to execute and modify Pennsylvania Department of Transportation dotGrant/Keystone E-Grants electronic objects related to a Public Transportation Operating Application for Welfare to Work funding. Commissioner Randy H. Bunch moved to approve Resolution 1 of 2026 (authority to execute grant agreements) and Resolution 2 of 2026 (authorized submitters/modifiers); both motions passed unanimously.
Chief Probation Officer Dan Miller presented contract documents from GovAl Software Solutions. Commissioner Bunch moved to approve "Exhibit B — Initial Year Statement of Work," effective April 14 through Dec. 31, 2026, and a one-year Master Service Agreement for software services, technical support, training and optional modules; commissioners approved both agreements.
The board also approved a Letter of Support for Fulton County Medical Center addressed to DCED ARC State Program Manager Jennifer Lench and authorized Commissioner Steven L. Wible to execute a renewal application for an existing Certificate of Compliance for Fulton County Children and Youth Services (expiration Aug. 1, 2026). Commissioners approved an inmate physician request form submitted by Sheriff Sprague for an inmate housed at Bedford County Correctional Facility and accepted the resignation of Kassia College from the Prothonotary's Office, effective immediately.
The meeting record shows routine approvals and announcements; no contested votes or dissent were recorded. The board recessed at 11:00 a.m. and reconvened at 1:00 p.m. for separate union negotiations later in the day.
