The River Falls Common Council approved a consent-agenda resolution on May 12 granting a public-access emergency easement across Outlot 3 of Man Valley Corporate Park to provide secondary emergency egress to the Valley View apartment development.
City staff explained the easement would use an existing paved area near a sanitary sewer lift station and is intended for emergency vehicles such as ambulances and fire apparatus, not for routine access. Staff said the measure reduces the need to build additional driveways, minimizes additional impervious surface, and aligns with the city's partnerships supporting low- to moderate-income housing in the development.
Council discussed whether the access should have been included in earlier plans and whether the arrangement imposes costs on the city. Staff said the developer bears construction costs, that the easement preserves efficient land use, and that staff recommended approval. A motion to approve the easement was made, seconded and carried on a voice vote.
The consent agenda also included a resolution to amend the municipal court bond schedule to align the city's fee with changes in state law (Wisconsin Act 113), increasing the allowable municipal fee to match state statute; that item was approved as part of the consent agenda.
