Planning commission approves conditional use permit for duplex at 130 E 480 S with occupancy conditioned on landscaping

Ephraim City Planning Commission on March 25 approved a Conditional Use Permit allowing Brian Cook to add a duplex at 130 E 480 S, with occupancy withheld until required landscaping, greenspace and tenant amenities are installed.

City Planner Megan Spurling told commissioners the item had been discussed about a year earlier because required amenities and greenspace were not completed on the earlier phase. Megan said the applicant has confirmed the greenspace and landscaping will be provided, that lighting will meet dark‑sky standards, and that the applicant will apply separately for required zoning and building permits. Commissioner Larry Smith said he supported approval but emphasized concern that the previously required greenspace had not been completed; he and other commissioners agreed occupancy should be prohibited until the landscaping and amenities are installed. The commission’s motion to approve the conditional use permit included the condition that occupancy is not granted until landscaping, greenspace and amenities are provided; the motion, moved by Planning Commissioner Larry Smith and seconded by Planning Commission Member Carol Jacobsen, carried.
