Service Safety Director Carrie Woody opened the session and Chasilyn Carter introduced Case No. 2024.008.03, a final plat for Victory Commons, a 13.833‑acre project at the northwest corner of Columbus‑Lancaster Road and Election House Road. The approval was limited to right‑of‑way dedications along Election House Road and the associated turn lanes.
Curt Shonk of Engineering told the commission that city staff had coordinated the right‑of‑way dedications with the Fairfield County Engineer's Office and clarified that the plat recordation at the County Recorder's Office would formalize those dedications. Shonk also noted there are no City utilities within the apartment portion of the site.
Planning Commission member John Sigafoos moved to approve the final plat; Rick Wilkens seconded the motion. The commission voted unanimously to approve, and Service Safety Director Carrie Woody carried the motion.
The approval covers only the dedications and associated improvements specified in the plat; other permits or construction approvals will follow standard city review processes.
