Water department seeks $100,000 Arcadis contract for asset-management plan; council questions no-bid selection

Denise Crews and Darren Drumm told the Finance Committee on Aug. 11 that the Water Department is seeking to contract Arcadis for a $100,000 update to the city's water asset-management plan.
Crews said the work is needed to bring the city's asset-management documentation up to date. Drumm said the plan was last requested by the EPA about five years ago and that funding would come from ARPA. "Mrs. Tener asked why there was no bid process as we seem to default frequently to Arcadis," the minutes record. Drumm responded that an exception to the Ohio Revised Code allows the department to keep a list of qualified engineers from which they may select in certain situations and that Arcadis was chosen from that list.
Committee members asked about prior budgeting for the work and whether the selection method was appropriate for the scope and cost. The committee introduced Temp Res #70-25 to permit the contract request to proceed; no committee-level vote is recorded in the minutes.
