Lancaster Civil Service Commission updates rules, certifies 2025 patrolman test in unanimous votes

Lancaster — The Lancaster Civil Service Commission voted unanimously at its Jan. 21, 2026, meeting to update its Rules and Regulations to reflect a recent resignation and appointment and to certify the city’s 2025 NTN December Police Patrolman test.
Board Secretary Robert C. Wolfinger moved to approve a resolution updating the Civil Service Commission’s Rules and Regulations to remove Thomas E. Hammer (who resigned effective Sept. 30, 2025) and reflect Mr. Wolfinger’s appointment effective Oct. 1, 2025; Commissioner Michael Crites seconded the motion and it passed by unanimous vote.
The minutes state that Mr. Hammer resigned effective Sept. 30, 2025, and that Robert Wolfinger was appointed to fill that seat effective Oct. 1, 2025, with a term expiring Sept. 30, 2031.
Separately, Mr. Crites moved to certify the 2025 NTN December Police Patrolman test, a motion seconded by Mr. Wolfinger; the commission certified the test by unanimous vote.
Context and operational changes: As part of a review of procedures and orientation materials for new members, the commission agreed on several operational changes: all future Fire and Police applicant testing will be hosted at Lancaster City Hall, future employment tests will be proctored by paid outside professionals, and the City’s Fire and Police chiefs will work with Secretary Wolfinger to assess current testing and promotional procedures. The minutes record no discussion under general, old, or new business.
The commission scheduled its next meeting for Feb. 17, 2026, at 4:30 p.m. in the 1897 conference room at Lancaster City Hall. Chair Karen Rotkis adjourned the meeting at 5:36 p.m.
