Historic Lancaster Commission approves exterior changes at 136 E. Mulberry; tables several applications

At its June 18 meeting the Historic Lancaster Commission approved siding and window work at 136 E. Mulberry, tabled applications for 211 S. High and 235 S. High for lack of information, and deferred a façade application for 207 W Main to a special meeting because of a conflict of interest.

At 2:10 p.m. Chair Bryan Everitt called the meeting to order at City Hall, and the commission recorded three members present: Matt Brady, Bryan Everitt and Jason Annecy. After roll call the commission voted to approve the May 21 minutes unanimously.
Applicant Nic Barker described a plan for 136 E. Mulberry to repaint the house a sage/green with cream trim and to install custom wood windows painted gray with cream sashes; he also proposed removing shutters believed not to be original. City representative Mitch Harden confirmed the project must be completed within 12 months, with one extension permitted. Commissioner Matt Brady moved to approve the application as submitted; Jason Annecy seconded and the motion was granted unanimously.
Several applications were tabled for lack of information. Commissioners tabled CA-00542 (211 S. High St.) after the applicant did not appear; Amanda Everitt said she had intended to represent the applicant but the commission determined the applicant should be present. The commission also tabled CA-00545 (235 S. High St.) after members raised concerns about preserving original wood windows and noted the need for additional replacement quotes.
A separate façade application for 207 W Main St. from owner Anna Ruff was deferred because a conflict of interest involving a commission member prevented a quorum for approval; the commission agreed to schedule a special meeting to consider that application. Ruff described options to replace the front façade in board-and-batten in a color she identified as "Blue Tang" with white trim and clarified the sign is three-dimensional, not back-lit.
Under old business the commission discussed CA-00532 (316 N. Columbus St.). The minutes record a motion to un-table and then a later motion to approve that application, but state the motion was "not granted." The minutes do not provide a clear, consistent roll-call in the text for that disposition; the record lists the application as not approved.
The commission also recorded an administrative approval granted June 10 for CA-00541 (120 Union Street), a like-for-like asphalt roof replacement. The next regular meeting is scheduled for July 16, 2025 at 2:00 p.m. The meeting was adjourned at 2:58 p.m.; minutes were submitted by Shannon Seesholtz.
