Lancaster Police Chief Nick Snyder told the Civil Service Commission at its Dec. 16, 2025 meeting that the department currently has one sergeant vacancy and plans to hold a promotion exam in mid‑January 2026 to fill the position.
The minutes record that 18 applicants took the Police National Testing Network (NTN) test on Dec. 3, 2025. Former Chair/Secretary Tom Hammer reviewed those results, adjusted any "extra credit" as appropriate, and ranked candidates 1–18. The minutes state that, going forward, the Service Safety Director will provide the commission with the top 10 scores to constitute a hiring pool and that Secretary Wolfinger will email each NTN applicant their ranking.
Chief Snyder also advised the commission that House Bill 44, signed by the governor on Nov. 10, 2025, provides a timelier method for police departments to fill vacancies. He told the commission he would make a detailed presentation on HB 44 at the CSC's January meeting. The minutes do not include the text of Chief Snyder's planned HB 44 presentation.
