Lancaster Civil Service Commission approves minutes, administers oaths and appoints co‑chair

The Lancaster Civil Service Commission met Dec. 16, 2025, at Lancaster City Hall and opened its meeting at 4:10 p.m., Chairperson Karen Rotkis said. Secretary Robert C. Wolfinger called roll and confirmed a quorum.
The commission approved minutes from the Oct. 31, 2025 meeting after a motion by Secretary Robert C. Wolfinger and a second by Commissioner Michael Crites; the minutes record the approval as a unanimous vote. Law Director Stephanie L. Hall then administered the Oath of Office to commissioners Michael Crites, Karen Rotkis and Robert C. Wolfinger.
Chairperson Rotkis moved to appoint Commissioner Michael Crites to the Co‑Chair position as required under the Lancaster Municipal Civil Service Commission rules cited by Law Director Hall; the motion was seconded by Secretary Wolfinger. The minutes state that Mr. Crites abstained from voting and that the motion was passed. The minutes contain an internal inconsistency on the voting statement (see audit): the abstention is recorded alongside wording that the motion passed "by unanimous vote." Mr. Crites agreed to serve as Co‑Chair.
The commission scheduled its next regular meeting for Jan. 21, 2026, at 4:30 p.m. in the 1897 conference room and adjourned at 5:13 p.m.
