Lancaster Civil Service Commission approves RC Fire & EMS Solutions for fire promotion testing

The Lancaster Civil Service Commission voted unanimously April 9 to retain RC Fire & EMS Solutions to provide promotion testing services for the Lancaster Fire Department at an amount not to exceed $8,500, subject to final approval by the commission before a contract is executed.
Fire Chief Slade Shultz told the commission he has concerns that the Ohio Association of Fire Chiefs (OAFC), the current vendor, is not using current evaluation questions and techniques and that he had interviewed several companies offering the same services. Service Safety Director Carrie Woody supported Chief Schultz’s recommendation to select RC Fire & EMS Solutions.
Secretary Robert Wolfinger moved to retain RC Fire & EMS Solutions; Commissioner Michael Crites seconded the motion. The motion passed by a unanimous vote of the commissioners present. The commission recorded that the $8,500 cap is the not-to-exceed amount and that the final contract will be brought back for formal board approval before execution.
Commission members did not record additional debate in the minutes; the record shows the commission intends to modernize its promotion evaluation process by switching vendors after review of candidates. The commission will consider the final contract at a subsequent meeting and confirmed that candidates’ individual test materials remain subject to the commission’s decisions about distribution and privacy.
