Board approves Culver’s site plan variances and exceptions for Memorial Drive site

The Lancaster Board of Zoning Appeals on Nov. 10 unanimously approved Special Exceptions and Area Variances for a proposed Culver’s restaurant at 0 North Memorial Drive.
Chanse Meylan of ODW Management, LLC, representing the applicant, requested two Special Exceptions to allow an outdoor dining patio and an automobile‑oriented use in the site’s CG zoning district, plus two Area Variances: one to allow six parking spaces beyond the 59‑space maximum for a 4,300‑square‑foot building and another to relieve the sidewalk installation requirement along North Memorial Drive.
Meylan described Culver’s cook‑to‑order model and the need for additional parking and waiting areas to handle shift staff. The board compared the proposal to existing Reynoldsburg Culver’s locations and discussed stormwater retention; Meylan said the applicant is coordinating with City Engineers on retention‑pond design and any required adjustments.
No opponents spoke at the hearing; Ron Beitzel of M&R Investments spoke in support. Jim Edwards moved to approve the two Special Exceptions and the two Area Variances; Rebecca Anderson seconded. The board voted unanimously to grant the requests and signed an entry recording the approvals.
The approvals reference LCO §§1125.03, 1143.11, 1143.12 and 1143.15, as cited in the application record; the board’s action permits the proposed drive‑through and outdoor service area and allows the additional parking and temporary relief from the sidewalk installation requirement under the conditions of the granted variances.
