Council accepts Zone 3 & 5 street project, approves $265,195 in change orders and funds emergency drain repair

The La Habra Heights City Council on May 11 accepted the FY23–25 street improvement project covering Zones 3 and 5 as complete and approved several related public-works actions.
Public-works staff reported the two-year project was completed on March 17, 2026, but included nine change orders for unanticipated drainage repairs, curb revisions, berm and riprap work and additional asphalt tonnage. Council approved change orders 1 through 9 totaling $265,195.29 and authorized a budget amendment to increase account 101450PWD6830 by $52,839.15 to restore contingency after the additions. Staff said the project was originally bid at $1,575,000 and the original 15% contingency was exceeded by the additional work.
Separately, staff described an emergency storm-drain repair at the Vista Road loop near Pine Edge Drive after a sinkhole and visible roadway subsidence. Inspection found a degraded corrugated metal pipe and an abandoned, dirt-filled sewer lateral; JA Salazar Construction & Supply Corp. performed the emergency replacement. Council authorized filing the emergency report and an assistant city manager budget amendment to increase account 1014506656 by $37,771.08 to cover the work.
Why it matters: The actions finalize a multi-zone street project, allocate additional funds to cover necessary repairs, and address an immediate public-safety hazard on a local roadway. The council directed the city clerk to file a notice of completion for the street project and approved the emergency spending for the storm drain.
What’s next: Staff will file required notices with Los Angeles County and proceed with budgeting adjustments; no appeals or litigation were reported at the meeting.
